This PR reduces token consumption for the planner agent by compressing its instructions while retaining 100% of its strategic value and operational boundaries.

Changes:

• Optimized planner.md in agents/, docs/agents/, integrations/codex/, integrations/claude-code/, and integrations/gemini/.
• Condensed overly verbose list items into succinct directives without losing semantic meaning.
• Maintained the exact syntax template `1. [Step] verify: [check]` required for verification.
• Completely preserved the "Mandatory Protocols" section.

Metrics:

• Total editable word count reduced from 198 to 176 per file (-11%).
• Smoke tests and mkdocs build completed successfully.
