- Added `constexpr` support to `fmt::format`. For example:

now works at compile time provided that `std::string` supports `constexpr`

- Added `FMT_STATIC_FORMAT` that allows formatting into a string of the exact
required size at compile time.
For example:

I am using
make_foreground_color<>in some code to generate the colouring escape sequence upfront (I realise I'm using things in client code from thedetailnamespace which might preclude me from asking for this to be fixed :) )eg,
MSVC will refuse to compile this without the included patch, due to incomplete initialisation of the members in
ansi_color_escapeadding simple value-init to the
buffermember satisfies the compiler. Does not change the outcome of any existing code.
