feat: donating Realtime to Flarum Foundation

Changes proposed in this pull request:

Moves Realtime into framework as a 1st party extension.

Todo:

• migrate settings
• mark blomstra/realtime as superseded
• check js and functionality
• optionally add tests

• Frontend changes: tested on a local Flarum installation.
• Backend changes: tests are green (run composer test).
• Core developer confirmed locally this works as intended.
• Tests have been added, or are not appropriate here.
