Description

Backport of the Windows half of the eMudhra fix to 4.x. C++ SDK 13.13.1 compiles Firestore from firebase-ios-sdk CocoaPods-12.19.3 (firebase/firebase-ios-sdk#16930). Follow-up to #18861 / BoM 4.20.1.
