The pinned 0.0.16 version is completely broken. The pkg_resources issue was fixed in 0.0.26 (https://gitlab.com/testing-farm/cli/-/commit/f370fafcff31116fe62ff2a922e1fb8f0ac20ded). |

We pinned the version in #633. I don't know if that issue still exists, but the current version just doesn't work at all.
