Summary

Replaced outdated link references from https://github.com/ethereum/EIPs to the current official EIPs portal https://eips.ethereum.org.

Motivation

Some documentation pages still reference the old GitHub-based EIP listings.
This update ensures that users are directed to the latest and official Ethereum Improvement Proposals portal.

Changes

  • Updated all outdated EIP GitHub link references.
  • Verified builds locally to ensure no issues introduced.

Hey @cruzlx, thanks for the post... touching >100 files makes this much harder to review. We should keep these changes to the canonical English versions only, and also avoid touching config files like the package-lock. Please do me a favor and revert the non-English and package-lock changes, then I can get eyes on this. Thanks!
