Generates README for Alerting Rule Templates by leveraging the automated function in this PR.

Update _dev/build/docs/README.md with {{alertRuleTemplates}} to generate README for the following integrations,

• AWS Bedrock AgentCore
• Azure OpenAI
• Azure AI Foundry
• MySql
• Postgresql
• Microsoft Sqlserver
• System
• Mongodb
