Python tooling to use newer versions where possible.

Also includes Python version in tool cache paths to ensure changing Python

version properly invalidates cached venvs on CI.

• uv: migrate Python tooling from pyenv to uv (76e182b4)

Unify all Python tool management to use uv instead of the previous
mixed approach (pyenv for sgpython, system python3 for sgsqlfluff/sgdbt).
Changes:

Add Python helper functions to sguv (CreateVenv, PipInstall, PipInstallRequirements)
Refactor sgpython to use uv instead of pyenv (faster prebuilt binaries)
Update sgpoetry, sgmdformat to use sguv helpers
Fix sgsqlfluff and sgdbt to use sguv instead of system python3

BREAKING CHANGE: sgpython now requires uv and uses Python 3.10 instead of 3.10.6
