docs: package shadow-mode pr workflow

Summary

• Package the shadow-mode PR workflow around manifest-backed evidence.
• Update GitHub Actions docs and published docs with PR manifest creation, JUnit attachment, gate summary output,
  and artifact upload conventions.
• Update the roadmap to mark the reference workflow as implemented and move next workflow work toward real pilot
  results and status integration.
