update dependencies and codegen

dependencies are getting slightly stale, and some generated code (prost) is already stale as-checked-in. not sure why there was no failing build step in github actions for that

ohhhh i see why it happened. the build action only triggers for pull requests, but the commit that updated prost out of sync was direct-to-master and so that ci step never ran. maybe build should be triggered for all master branch commits, too 🧐
