this run.bat should fix the current issue with runflare servers being out of reach, simply by skipping the dependencies check

this run.bat should fix the current issue with runflare servers being out of reach, simply by skipping the dependencies check.
keep in mind that this version of run.bat should only be used after the first initial setup and having every dependencies requirements satisfied.
