This PR now also bumps our minimum Node version to 18, which has also just reached end-of-life. Now that we're on Node 18 we can also port to ECMAScript modules, which is the direction the ecosystem has been shifting in. Since these are major breaking changes, I've updated the version to |

This PR updates our dependencies to their latest versions. It's possible we'll run into issues with our old supported version of Node, but will see how far we can go.
