feat: Add exterminate plugin

This is a WIP plugin I made to exterminate a "cockroach" player (one that spams lvl 1s and 2s under you to attack while you go away/automate).

I'm currently only making this a draft because I want to add the player-selector stuff from gift planet instead of hardcoding addresses.

a lot of plugins already have been rewritten for this style of writing code
