The main part of this PR is two new rulesets.
md/ruleset-DaveMcEwan-design.md: A ruleset for synthesizable design code.md/ruleset-DaveMcEwan-designnaming.md: A ruleset to check naming conventions.These are intended to give other users a template/example for writing their own rulesets.
Some companies might like to develop their own internal rulesets on private branches, so these provide a good starting point.
Ideally, it would be nice to see PRs from other users with their preferred rules and configuration.
