migrate to Bazel build

Prerequisite:

• install bazelisk locally. https://docs.bazel.build/versions/4.2.0/install-bazelisk.html
• log in to CodeArtifact for Maven:
  export CODE_ARTIFACT_ENABLE_BAZEL=true
maven-login

Running test:

• bazel test //...
