docs: update block settings MenuConfig example

Summary

• document the supported MenuConfig return value for block renderSettings()
• add an example with active/toggle behavior and an onActivate callback
• retain the documented HTMLElement fallback for custom controls

Testing

• yarn lint
• yarn build
• yarn build:test
• Cypress Chrome: test/cypress/tests/api/tools.cy.ts (14 passing)
• Cypress Chrome: full suite (351 passing across 40 specs)
• git diff --check
