docs: add Rule Types & Precedence (User vs Org vs Repo) + link-throughs

Adds a new consolidated page and clarifies the override order across our docs.

What’s included:

• New page: Rules Overview (User, Organization, Repository) with clear precedence: Repo > Org > User
• Clarify hierarchy in Organization Rules page and cross-link to the overview
• Add a note in Repo Rules page linking to the overview
• Update docs navigation to include Rules Overview and ensure Org/Repo pages appear under Settings
