Created a Dockerfile to quickly build/run Phanpy

Could be used to integrate with github actions and push a ready-made docker image to ghcr.io so people could easily pull from there. |

@cheeaun : ah sorry, missed that. Anyways, maybe having the Dockerfile in the repo would be nice, even without any integration. |
