Refactors the Python interop module to use inheritance to model Python types. This is a more maintainable and cleaner API than the original prototype.
Testing
start_test test/library/packages/PythonDRAFT: this PR has commits from #26353, that must be merged first. This PR also relies on prototype functionality in #26430
