approver-policy provides a policy engine for certificates issued by cert-manager!

This release includes a change which makes it much simpler to mirror container images to self-hosted registries.

Due to issues with v0.24.0-alpha.0 (which are being investigated in #819) this release is based on v0.23.2 with a bumped version of Go and the Helm feature cherry-picked from the main branch.
