Localize devkit runtime mutations

Summary

• remove retired Dokploy-backed remote runtime mutation helpers from odoo-devkit
• make non-local restore/bootstrap/update fail closed with Launchplane handoff guidance
• update workspace docs/surface text and tests around the local-runtime/artifact-handoff boundary
