The database field is either null or a string. So decode strings and else set null.
For Moodle ≤ 3.11, define MESSAGE_DEFAULT_ENABLED, resolves h5p#615.

FEATURE_GROUPMEMBERSONLY was deprecated in Moodle 2.9 (MDL-44725) when the "group members only" access control was superseded by the availability system, and it is being removed from core entirely (MDL-83231). Listing it as a supported feature in hvp_supports() causes an undefined-constant fatal on Moodle 5.3+, which blocks the plugin from upgrading. Core no longer queries plugins for this feature, so the case can be removed rather than replaced; behaviour on supported older versions is unchanged. closes h5p#636 Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
