Regenerate script should produce identical output regardless of how developer machine is configured.

capnp project does not provide prebuilt binaries (capnproto/capnproto#2607), so building in docker is second best option. The downside, it requires docker. Works on mac too, if docker-mac is installed.

Running both regenerate scripts, produce no changes.
