Do not map one request bullet directly to one worker.
Finalize Worker Briefs only after shared decisions, dependencies, ownership, verification, and stop conditions are stable.
Revise undispatched briefs whenever those assumptions change.

This is a deliberately small, platform-neutral governance refinement. No domain-specific workflow or additional dispatch bureaucracy was added.
