What does this change?
Previously, making any changes would cause every assets to reload in the browser, even those that haven't changed. This is fine for most assets really, but it notably break optional fonts because they can load longer than the timeout despite actually not changing at all.
How is it tested?
N/A. We don't test the dev server output right now because it moved too fast with the notify changes
