CI / CD Changes

Added GitHub actions to support build and deploy.

ci.yml

• Change name, config when workflow runs, update setup-node versions

publish.yml

• Adding workflow to publish to gh-pages

release-notes.yaml

• generate release notes

version-bump.yml

• workflow to update package version

Added issue templates - bug report and feature request.

bug_report_form.yml ( preview )

• new form where users report bug

feature_request_form.yml (preview)

• new form where users request a new feature

config.yml

• config file for issue templates

Also added PR template.
