[bre-1464] remove failing container cleanup workflow

📔 Objective

this workflow has long been failing on PR closures, which resulted in the relevant container images not being purged from ACR. SRE has moved the automatic cleanup of ACR into processes inside azure, so this workflow is no longer needed
