📔 Objective

Update Npgsql.EntityFrameworkCore.PostgreSQL to 8.0.11.
Required to update Microsoft.EntityFrameworkCore.Relational to same version as well.

The Microsoft.EntityFrameworkCore.Design updated as well, since it is technically a dev-dependency for Key Connector project.

Tested with PostgreSQL 14.
