What: Rescuable721 allows any contract to have a function to rescue any ERC721 tokens to any address.
Why: Some protocols (Lido, Uniswap, etc...) use ERC721's to represent positions, if Aave DAO is to interact and use those contracts, having a failsafe to rescue those positions is needed.
