Yeah, I have no idea how to fix that, I think that's a long standing issue with imacpro-11. @fweikert is working on onboarding an internal Mac VM service for Bazel CI, hopefully in future we can just disable imacpro-11 when we have enough Mac machines. |

Xcode 14.3 is being installed on all macOS machines as we speak. Once it's completed, we can merge this PR and #2057.
