This PR adds a full Ukrainian translation of the Base Docs README to improve accessibility and onboarding for Ukrainian-speaking developers.
The translated file (README.uk.md) includes setup instructions, contribution guidelines, formatting rules, and structure overview — all aligned with the original English version.
By localizing the documentation, we aim to support the growing Web3 community in Eastern Europe and make Base more inclusive for non-English speakers.
