Version 0.2.3 : wheels for aarch64 (Linux), managed python builds (locally) and performance improvements

• 🐛 BUG: Wheels for aarch64 ( manylinux / musllinux ) are being built, but aren't being uploaded to PyPI
• Update README.md, since we're now using a single config Struct / Class
  • Rename 'EncryptionConfig' -> 'OpentdfConfig'

Includes:

• Add aarch64 linux support #30 and Build wheels for ARM #34
  • Also, update golang & golang dependencies
• Enable 'uv' build & managed Python #32
  • Improves local development & testing by enabling the use of managed Python distributions. That is, we can use a redistributable Python, which isn't linked to system resources.

  • Depending on client configuration / usage, we've observed ~7% performance improvement (without other changes) and ~13% performance improvement when massaging some of the calling code
