Agents are not escaping clear from friendly agents

Despite adding the escape to other actions, agents are still not trying to escape clear from clear actions.

This happens because when the agent has a block it is not included in the avoidance rule.
I have fixed this for movement actions, but still have to fix it for rotate and skip actions.
