This adds a new ioctl for accessing the timestamp of the last frame read from the socket.

Thanks for putting together this library. It has been super useful.
According the kernel's SocketCAN docs, the ioctl command
SIOCGSTAMPcan get the timestamp of the last frame read through the socket. This PR adds the ability to read this timestamp to the RAW interface.I've tried to keep the ABI the same but if you would like any changes, let me know.
Could you please also respond to this thread to indicate whether you are accepting PRs or not?
