[YUNIKORN-3328] Fix repository order in release-configs.json

Description

Fix the repository order in release-configs.json to correctly resolve dependencies during the release build process. The scheduler-interface must be loaded first because core and k8shim depend on it. This fixes the dependency update failure during build-release.py.

How has this been tested?

Manual Verification: Ran build-release.py locally and verified that the go mod tidy failure on core dependency updates is resolved and the script successfully proceeds to build the helm charts and tarballs.

Questions:

• The change needs documentation, a pull request for apache/yunikorn-site repository will be created.
• There is breaking changes for older versions: jira is tagged with release-notes label.
• The licenses files needs to be updated.
