Adds OpenGEO to Tools & Software → Dedicated GEO Platforms.

OpenGEO (https://github.com/cangqiaoGEO) is an open-source GEO standard + toolkit, complementary to the platforms listed:

• Brand-facts spec (RFC-governed single source of truth for brand claims)
