Drive-by refactor. I was looking for state-machine-related code and found 'SimpleWorkflow', which appears only to be used by legacy topical events. Better to inline it and then it'll be killed off without any second thought when we migrate legacy topical events to being config-driven.
TODO: we probably want to retain some of the deleted tests.
