Bug when using ‘use’ action to open dialogs

When using the use action to interact with some objects, the agent will get into the dialog mode, without its is_in_dialog being set True.

For example, in "Plant Nutrients", Easy level, seed 12345, if you move north and use the 'USE' action to interact with the device, you will open a dialog but the agent's "is_in_dialog" property does not set to be True.
