[fix] Fix precision issue in MoE module; resolved several issues:
1. incorrect initial dtype of topk_ids causing wrong select_topk results
2. fixed a1_scale/a2_scale being None (limited to per-token FP8 quantization)
3. aligned MoE call arguments with sglang
