Instead of parsing and importing the entire contents of the annotations JSON file, this PR uses the command-line tool
jqto efficiently extract only the field "description" needed for the dropdown menu tooltip.I made this controllable by a global package option,
OmicNavigator.useJqIfAvailable, that way a user or systems administrator can easily disable the behavior if it is causing problems.
