Adds workflow that installs the cross-compilation toolchain packages in a clean MSYS2 environment, builds a "Hello World!" executable with them and runs them on Windows Arm64 runner.

Here is the passing workflow of the repository test https://github.com/Windows-on-ARM-Experiments/msys2-woarm64-build/actions/runs/7831062299
