Show affected villages in form review location section

Kobo submissions can contain multiple affected villages, but the DMP form review page only displayed province, district, and commune. Reviewers could not inspect or update the selected village list.

• Location UI

  • Add a village multi-select to the review page.
  • Filter available villages by the selected commune.
  • Clear invalid village selections when parent locations change.
  • Preserve multi-select behavior while province, district, and commune remain single-select.

• Kobo data mapping

  • Parse Kobo space-separated village values into frontend arrays.
  • Serialize edited village arrays back to Kobo format.
