Description
I would like to request a new feature that allows converting VOD (Video on Demand) content and TV series into HLS (HTTP Live Streaming) format directly within the panel.
The feature should automatically take an uploaded or existing video file, segment it into .ts chunks, generate the .m3u8 playlist, and store the output in an accessible directory.
Additionally, the panel should provide an endpoint or URL that allows end-users to stream the newly generated HLS content directly through devices or players that support HLS.
Context
This feature is important because HLS is the most widely supported streaming format across platforms such as web players, Smart TVs, iOS, Android, and IPTV applications. By having built-in VOD/Series-to-HLS conversion, the panel becomes more reliable, modern, and compatible with real-world client devices.
For other users, this greatly improves usability, stream stability, and compatibility with external players and apps.

i suggest LL-HLS using fMP4 chunks this would allow players to start playback of partial data before the full segment is available allowing for quick load times on everything from web to mobile.
what i would suggest is maybe have the option in panel to set specific server times where encoding can happen or maybe allow the selection of a specific server to do the conversion this way we could maybe add a gpu server that way it does not impeed the normal streaming / loadbalancer servers
