docs: Update governance to include new Domain Tech Council nomination process for new verticals

Description

This pull request updates the GOVERNANCE.md file to include details for nominating new Domain Tech Councils (DTC). Additionally, it introduces a standardized DTC charter template (DOMAIN_TECH_COUNCIL_CHARTER.md) to guide the formation of future DTCs.
