Pathfinding Issue: Units with secondary surface type to traverse with tend to ignore it #361

Most noticeable with units that can normally traverse both ground and cliffs—like Colonel Burton. Instead of using the mountain path, he takes the scenic route around it, forcing you to babysit him just to get him to do his job properly.

It is also prevalent in infantry units which can go to rubble (which i didnt even knew until i get into modding) ;
The original devs intended the infantry units go through rubble but they mostly go around it until you click the middle of the rubble (with constant baby sitting)
