Put Controversial bug fixes behind RETAIL_COMPATIBLE_BUG

Put Controversial bug fixes behind RETAIL_COMPATIBLE_BUG instead of RETAIL_COMPATIBLE_CRC. This way the controversial changes can be compiled out separate of non-controversial RETAIL_COMPATIBLE_CRC bug fixes.

This needs to be updated to PRESERVE_RETAIL_BEHAVIOR instead of RETAIL_COMPATIBLE_BUG I believe now
