This enables key controls on the organization triptych for new submission and administrative organization management. The new submission controls include up/down movement within a panel, left/right movement from panel to panel, and enter/space selection for either creating new submission of resuming a submission from the selected organization.
This does not account for accessibility of all administrative organization management controls. There are three actions; manage organization, manage workflow, and email workflow rules; for each organization in the management section that do not yet have enter/space selection handlers.
