The "Deploy Documentation" workflow failed at Install Dependencies: `apt-get install python3-sphinx` ran without `apt-get update`, so apt tried to fetch a stale python3-pil .deb (10.2.0-1ubuntu1) that had been removed from the Azure mirror, returning 404 and exit code 100. Replace the apt-based Sphinx install with pip, and add actions/setup-python so pip targets an isolated interpreter (avoids the PEP 668 externally-managed-environment error that would otherwise hit the existing `pip install sphinx_rtd_theme` line on Ubuntu 24.04 runners). Verified locally: `pip install sphinx sphinx_rtd_theme` + `make html` builds the docs (build succeeded, pre-existing content warnings only).
Clears the Node.js 20 deprecation warning for configure-pages (v2 runs on the deprecated Node 20 runtime; v5 runs on Node 24).
