Description
This PR updates the absence reporting flow to properly support partial-day coverage decisions within a single multi-day absence report. Previously, partial-day logic was only reliably applied at a single-day level.
With this change, each day within a single multi-day absence report can now correctly apply its own period-level coverage requirements.
