Summary

add an effect-template style Check workflow for repo/api
add a reusable npm setup action
validate build, types, tests, and production compose/deploy config in CI

Verification

npx tsc --noEmit
npm run build
npm test
docker compose --env-file .env -f docker-compose.prod.yml config
